The article examines aspects of investment activity in the field of tourism, analyzes the investments necessary for the development and launch of the project "Innovative Expert Center "Arctic", planned to be opened in the Vologda region by an investor company with the support of the administration of Kirovsk city and the Corporation for the Development of the Far East and the Arctic. The article provides a general description of the future center, its description and the planned organizational structure. The tasks of the center are described in detail both in terms of the scuba diving innovative technologies research and development and the marketing of the tourist territory. In addition, the necessary costs for each of the project stages, possible profits and risks are calculated. The possible multiplicative effect of the project for the development of the territory in question is also calculated in detail.
