В статье представлены результаты комплексного исследования, направленного на решение фундаментальной научной проблемы неоднозначности дефиниции и содержательного наполнения понятия «инвестиционно-строительный комплекс» (ИСК). Актуальность работы обусловлена необходимостью формирования четкого концептуального аппарата для целей эффективного управления и регулирования в сфере капитального строительства, играющей ключевую роль в процессе воспроизводства и модернизации основных фондов национальной экономики. Цель исследования заключается в теоретико-методологическом анализе существующих подходов, их синтезе и разработке целостной системной концепции сущности, структуры и границ ИСК. Методологическая основа исследования базируется на принципах системного подхода, позволяющего рассмотреть ИСК как целостное образование, а также на методах структурно-функционального, сравнительного и институционального анализа, обеспечивающих многомерность изучения объекта. Основным результатом исследования является авторская концептуализация инвестиционно-строительного комплекса как целостной, динамичной и многоуровневой социально-экономической системы. Ее сущность определяется не отраслевой принадлежностью, а интеграцией инвестиционного и строительного циклов, формирующих специфический вид деятельности. В работе выявлены и детально охарактеризованы ключевые системные признаки ИСК: целостность, структурность, интегративность, цикличность, территориальная привязанность, высокая лабильность и рискогенность. На основе функционально-ролевого принципа предложена детализированная структура ИСК, включающая семь взаимоувязанных блоков: инициации и финансирования; управления проектами; проектирования и инжиниринга; материально-технического обеспечения; производства работ; инфраструктурного и сервисного сопровождения; эксплуатации и реализации. Обоснованы функциональные, а не отраслевые критерии определения границ комплекса.

This article presents the results of a comprehensive study aimed at resolving the fundamental scientific problem of the ambiguity in the definition and substantive content of the concept of «investment and construction complex» (ICC). The relevance of this work is determined by the need to develop a clear conceptual framework for the purposes of effective management and regulation in the field of capital construction, which plays a key role in the process of reproduction and modernization of fixed assets of the national economy. The purpose of the study is to theoretically and methodologically analyze existing approaches, their synthesis, and the development of a holistic systemic concept of the essence, structure, and boundaries of the ICC. The methodological basis of the study is the principles of a systems approach, allowing for the ICC to be considered as a holistic entity, as well as methods of structural-functional, comparative, and institutional analysis, ensuring a multidimensional study of the object. The main result of the study is the author's conceptualization of the investment and construction complex as an integral, dynamic, and multi-level socio-economic system. Its essence is determined not by industry affiliation, but by the integration of the investment and construction cycles, which form a specific type of activity. The paper identifies and characterizes in detail the key systemic attributes of the integrated construction system: integrity, structure, integration, cyclicality, territorial attachment, high lability, and risk potential. Based on the functional-role principle, a detailed structure of the integrated construction system is proposed, including seven interconnected blocks: initiation and financing; project management; design and engineering; logistics; execution of works; infrastructure and service support; operation and implementation. Functional, rather than industry-specific, criteria for defining the complex's boundaries are substantiated.
