This article examines the role of leasing as a tool for stimulating regional development in the current economic environment. It explores the theoretical foundations of the relationship between leasing mechanisms and territorial development and analyzes the practical aspects of implementing leasing programs at the regional level. Particular attention is paid to identifying the factors determining the effectiveness of leasing instruments in various types of regions, as well as developing recommendations for improving regional leasing policies. The research results demonstrate the significant potential of leasing for stimulating investment activity, modernizing production assets, and stimulating economic growth at the regional level. The article identifies the advantages of leasing over traditional lending for regions and systematizes the main barriers hindering its widespread adoption (insufficient capital among leasing companies, high funding costs, and legal risks). The authors conclude that realizing the potential of leasing requires comprehensive support from regional authorities, including the development of guarantee institutions, the provision of tax incentives, and the creation of co-financing programs for leasing transactions in priority sectors. The practical significance of the work lies in the development of recommendations for regional government bodies on the integration of leasing mechanisms into economic policy.
