The relevance of the study is due to the unprecedented increase in external pressure on the Russian financial system in the context of sanctions aggression, technological scarcity and global geopolitical transformation. In these circumstances, ensuring financial security comes to the fore as a key element of national security, requiring not only legal, but also economic, technological, and behavioral adaptation. The purpose of the study is a comprehensive analysis of the current state of financial security of the Russian Federation in the period 2021-2025, identifying key internal and external threats, as well as developing scientifically sound ways to strengthen it, taking into account legal, economic and digital factors. The research uses methods of system analysis, comparative legal research, statistical analysis, as well as methods of forecasting and content analysis of regulatory and scientific sources. The hypothesis of the study is that the stability of the Russian financial system in the new conditions can be ensured only on the basis of synergy of legal regulation, economic sovereignization and digital transformation, including increasing financial literacy of the population. The scientific novelty of the study consists in updating the empirical base on financial security for 2021-2025, including an analysis of the role of the digital ruble, cyberfinancial stability and regional specifics of the implementation of security measures, as well as in proposing a comprehensive financial security model that integrates legal, economic and behavioral aspects. The results of the study include the identification of dominant threats (sanctions pressure, vulnerability of infrastructure, low financial literacy), the formulation of recommendations for improving the regulatory framework, the development of national payment systems and strengthening cyber protection of financial institutions. In conclusion, the need to move from reactive protection to a proactive financial security strategy focused on long-term sustainability and technological independence is emphasized.
