In the context of geopolitical instability and increasing sanctions pressure on the Russian economy, industrial enterprises of the Republic of Dagestan face the need to reorient towards import-substituting technologies and internal innovative solutions. At the same time, the high uncertainty of the external environment, limited access to foreign components and technologies, as well as the insufficient maturity of the regional innovation infrastructure increase the risks of ineffective innovation implementation. The purpose of the study is to update and adapt theoretical approaches to assessing the risks of innovation in relation to the specifics of industrial enterprises in Dagestan, taking into account current economic, technological and political realities. As a result of a study of the technological radars of the Center for Macroeconomic Analysis and Short-term Forecasting (CMAKP) and the list of high-tech areas of the Ministry of Economic Development of the Russian Federation, an adapted risk assessment methodology has been proposed, taking into account regional peculiarities. The key risk groups – financial, economic, personnel, industrial and infrastructural – and their weight in the context of Dagestan industry are identified. The results show that the successful implementation of innovations in Dagestan requires an integrated approach that includes both compliance with federal technological priorities and consideration of regional constraints. The proposed approach makes it possible to increase the validity of management decisions and reduce the likelihood of failure of innovative projects.
