Since the beginning of 2021, in the context of increased sanctions pressure and the large-scale withdrawal of foreign companies from the Russian market, the problem of import substitution has acquired strategic importance for all regions of the Russian Federation. The Republic of Dagestan, which has a unique industrial potential in rural engineering, food and light industry, is faced with the need to restructure logistics chains, refocus on domestic components and introduce innovative solutions. The relevance of the research is determined by the need to identify strategies for the sustainable functioning of enterprises in conditions of technological and raw material dependence on external suppliers. The purpose of the study is to analyze the state of the industrial sector of the Republic of Dagestan, evaluate the effectiveness of import substitution measures and propose strategic directions for ensuring the sustainable development of industrial enterprises in the region. As a result of a study of statistical and industry data, it was found that more than 60% of Dagestan enterprises face a shortage of imported equipment and components. At the same time, there is an increase in the number of local collaborations, the development of engineering centers and an increase in the share of domestic software usage. Key barriers have been identified: lack of qualified personnel, deterioration of fixed assets and weak integration with scientific organizations. Measures are proposed to form regional clusters, modernize production facilities and stimulate innovation activity. Conclusion. Sustainable development of Dagestan's industry is possible only with comprehensive government support and active business participation in the import substitution program. It is necessary to focus on the development of cooperation, professional development and the introduction of digital solutions based on domestic technologies.
