The relevance of the study is due to the sharp increase in external sanctions pressure on Russia after February 2022, which led to the transformation of threats to financial security and requires the adaptation of legal counteraction mechanisms. In conditions of geopolitical instability, restrictions on access to international financial markets and technologies, as well as attempts to destabilize the national currency and payment system, ensuring financial sovereignty is becoming a priority of state policy. The purpose of the study is to analyze the dynamics of threats to the financial security of the Russian Federation and assess the effectiveness of legal mechanisms aimed at neutralizing them. The research uses the following methods: comparative legal analysis, a systematic approach, analysis of normative legal acts, statistical analysis, as well as methods of generalization and interpretation of scientific publications. Research hypothesis: it is argued that from 2021 to 2024, the structure of legal mechanisms for countering threats to financial security underwent qualitative changes, which increased the stability of the financial system, but did not eliminate key vulnerabilities related to technological dependence and capital outflow. The scientific novelty of the study lies in a comprehensive assessment of legal instruments for ensuring financial security in the face of unprecedented sanctions pressure, as well as in identifying new trends: strengthening the role of administrative measures, transforming currency regulation, developing alternative payment systems and expanding capital controls. The results of the study include the systematization of threats to financial security by internal and external categories, the identification of key legal acts and institutional decisions, as well as the formulation of recommendations for improving the mechanism for ensuring financial security. In conclusion, it is emphasized that the stability of the Russian financial system in the face of sanctions has been achieved through a mobilization management model, but long-term sustainability requires institutional reforms, stimulating domestic investment and technological sovereignty.
