This article addresses the problem of objectively assessing sustainable regional development under conditions of high macroeconomic uncertainty. The limitations of traditional monetary metrics (GRP, income) are substantiated, as they distort the real picture due to inflationary processes and structural shifts (the "Baumol effect"). A methodological approach to strategic planning based on invariant energy indicators is proposed, including useful power, the energy efficiency coefficient, the structural activity index, and the energy quality of life. Based on a comparative case analysis of four diverse constituent entities of the Russian Federation (the federal city of Moscow, Kaluga Oblast, the Republic of Tatarstan, and the Chechen Republic) for the period 2018–2023, hidden imbalances between nominal economic growth and the physical development of the production base are revealed. The effectiveness of using physical invariants for diagnosing genuine sustainability and quality of life is demonstrated.
