Institutional transformation of technological cooperation in the Russian oil and gas sector under sanctions pressure

Abstract:
The article examines the qualitative transformation of technological cooperation models in the Russian oil and gas sector under the influence of sanctions restrictions in 2014–2024. Based on the synthesis of neo-institutional theory and the resource-based view, the author develops and proposes an original institutional matrix of technological cooperation. This matrix classifies forms of interaction according to two key criteria: the type of good created (private, club, public) and the leading coordination subject (market, firm, state). The thesis about the formation of a qualitatively new institutional model – the public-private technological partnership (PPTP) – is substantiated. This model possesses maximum resilience to changes in the external environment and is focused on creating public goods in the sphere of technological sovereignty. Empirical verification of the matrix using specific technological areas (hydraulic fracturing technologies, rotary steerable systems, software, liquefied natural gas projects) confirmed a shift in cooperation trajectories from market-based forms towards quasi-integrative institutions and PPTP. It is concluded that the new cooperation architecture is not a temporary adaptive measure but a long-term structural one, laying the foundation for a new industry development model up to 2030.
