In today’s knowledge economy, technology and innovation are a crucial component of the competitiveness of any economic entity, whether a public body or a private organization. At the state level, policies to stimulate innovation have led to the development of the phenomenon of national innovation systems. This article sequentially traces the stages of the development of the concept of a national innovation system: its theoretical understanding and practical implementation. The role of development institutions in such a system is separately described. The study concludes that, after a long period of development, a national innovation system is the most effective means of stimulating innovation on a national level, as it ensures interaction between all actors involved in such activity, including development institutions.
