Personnel shortage in Healthcare: economic costs and solutions through the National Project "Cadres"

Abstract:
This article examines the acute problem of personnel shortages in the Russian healthcare system, which is most critical in primary care and remote regions. The author analyzes the systemic causes of the crisis, its direct economic consequences, and key solutions outlined within the national project "Healthcare" (the "Personnel" track). The prescribed measures are examined in detail: improving the forecasting of specialist demand, modernizing the digital employment infrastructure, and scaling up retraining programs for the medical industry. Particular attention is paid to assessing the overall economic effect of implementing these initiatives, which includes not only increased labor productivity and reduced costs but also long-term improvements in service quality, reduced inequality in access to medical care, and a positive impact on demographics. The conclusions are based on an analysis of official statistics, data from analytical reports by leading research institutes, and the program documentation of national projects.
