This paper notes that the insufficient level of innovation development in the state and the low competitive position of domestic high-tech industries in the global market objectively confirm the need for significant changes in the institutional infrastructure for supporting innovation by intensifying innovation processes, new developments, innovative activity in the real sector of the economy, and increasing the production of innovative products. This paper presents the elemental composition of institutional structures supporting innovation, representing a complex of interconnected organizations and institutions that create the conditions for the implementation of innovation, including research centers, technology parks, business incubators, technology transfer centers, and financial development institutions. They regulate, coordinate, and distribute resources, stimulating the creation of an innovation infrastructure. In the theoretical part of the study, the author proposes a classification and functions of institutions as a systemic structure, in which institutions are divided into functional groups representing a specific need in the innovation process. The main part of the work reflects the functions of institutional support and development structures that facilitate innovation. In the work, the author presents the transformation of institutional activity as an integration of functions, including development and support institutions, which cease to perform only a financial function and begin to actively engage in integrative functions—consulting and customer search. The author also substantiates that the underdevelopment of the supporting innovation infrastructure, based on foreign technologies, prevents domestic science from achieving the desired returns. As a result, a number of promising innovation projects remain unrealized, which negatively impacts the state's technological sovereignty. The paper demonstrates that the provision and development of infrastructure institutions for innovation contributes to the preservation of domestic scientific and technological potential, the development of R&D, and the intensification of innovation processes.
