Flow-Cluster Model of a Region as a Structural Foundation for the Formation of a Circular Economy

Abstract:
In the context of the transition toward sustainable territorial development models, there is an increasing need for methodological instruments capable of analyzing regional economies within the framework of a circular economy. The purpose of this study is to develop a flow-cluster model of a region as a structural foundation for the formation of a circular economy at the meso-level. The paper substantiates the concept of regional metabolism, which conceptualizes the interrelation between material, energy, and technological flows and the cluster structure of a territory. A system of formalized coefficients is proposed to measure flow intensity, structural closed-loop capacity, and symbiotic inter-cluster connectivity. The scientific novelty of the research lies in integrating flow analysis with cluster theory of regional development and in constructing a flow-cluster topology model that enables the quantitative assessment of a region’s circular transformation potential. The empirical base of the study includes data from the Tula region. The results provide both theoretical and applied foundations for designing regional circular economy governance instruments.
