In the context of limited resources and increasing demands on the quality of medical services, the sustainable development of healthcare systems is becoming a key factor in national security. The realization of national interests is largely linked to improving the quality and accessibility of medical care, as well as the resilience of the healthcare system and its rapid adaptation to new challenges and threats. The author analyzed data on personnel, budgets, and management processes in 12 medical centers in Moscow for 2020-2024. Based on the collected data, resilience models were developed, including indicators of personnel performance, financial stability, and organizational capital. The author offers practical recommendations for government agencies and managers of healthcare organizations and examines prospects for the further development of resilience theory in healthcare. The aim of this study is to develop and verify an integrated approach to assessing the personnel, financial, and organizational resilience of state and municipal healthcare organizations.
