This research article develops a concept of sustainable regional development based on the functional complementarity of small, medium, and large businesses as system-forming elements of the regional economy. It is substantiated that the sustainability of regional development is achieved through a structural balance of three levels of entrepreneurship: large businesses provide the investment, export, and infrastructural foundation; medium-sized enterprises ensure sectoral diversification and production cooperation; small businesses contribute flexibility, employment, and local stability. Based on statistical data analysis, it is demonstrated that regions characterized by a well-developed three-level entrepreneurial architecture exhibit greater stability of gross regional product, investment activity, and employment. Two original tables are proposed, reflecting the functional distribution of business roles and the integral effects of their interaction. The study formulates conclusions on the necessity of institutional consolidation of cooperation mechanisms among business levels and their strategic integration into regional development policy.
