This exploration examines current financial and legal aspects that take into account the safety of the detention of convicts with individual behavioral characteristics in institutions and bodies of the penal system of the Russian Federation. It highlights that the financial sector itself is the main element ensuring the normal functioning, effectiveness of the execution of punishment and the maintenance of law and order in regime conditions, as well as, on the other hand, compliance with all established rights of convicts. Thus, financial security is primarily responsible for the stability and sustainability of the institution, despite all the conditions of the specific activities of penitentiary institutions. It requires control and supervision of all financial flows in an institution, involving risk minimization, as well as strict systematization of approaches to managing fixed assets on the balance sheet (resources). This article is devoted to the consideration of some aspects in the field of targeted spending of funds, as well as areas that need to be emphasized in order to maintain financial security and, as a result, ensure the protection of new categories of convicts using the example of the phenomenon of «quadrobics» in the context of trends towards the humanization of punishments imposed by the court.
