The success of implementing projects of international alliances requires the introduction of project management tools. However, existing international (ISO, PMI, IPMA) and national standards (Russia and China) do not take into account the specifics of bilateral cooperation, including institutional, legal, and cross-cultural differences. This creates an institutional and legal gap, which cannot be filled without developing a specialized system for forming regulatory and methodological tools (RMT). Therefore, the purpose of the study is to develop and theoretically substantiate a comprehensive model of the system for forming regulatory and methodological tools for managing international alliance projects (SFORMI) using the example of Russian-Chinese projects. The research was conducted using a set of general scientific methods of abstraction, analysis, synthesis, comparison, systems approach, and modeling. The collection and analysis of information were carried out using the documentary analysis method. As a result of the research, a three-module institutional SFORMI model was developed, including the following interconnected elements: Normative-institutional module, Operational module, Regulatory and methodological tools module. The model incorporates a feedback mechanism, PDCA, and double-loop learning (DLL). SFORMI differs from existing systems by integrating an interstate legal framework, institutional basis, and self-learning mechanisms into a single self-developing system that takes into account informal institutions. The research can be applied by government bodies of both countries when creating SFORMI. Further research directions may include developing methods for creating project tools adapted for international alliance projects.
