This article explores the financial mechanisms for maintaining operational reliability within the East Siberian branch of JSC "FPC". The relevance of this study is driven by the critical importance of passenger rail services in ensuring territorial social connectivity and stimulating regional economic processes. The author aims not only to inventory current expenditures but also to identify a mathematical correlation between investments in preventive measures and the reduction of potential monetary damage from transport disruptions. The research objective is to verify the cost parameters of safety and to forecast the scale of potential losses from transport accidents. The methodological framework comprises the principles of systems analysis, a comparative approach, and the author's proprietary "prevented harm" assessment technique, adapted to the specific conditions of passenger car facilities. Key findings of the study: the structure of the department's expenditures on preventive measures is detailed; categories of direct and indirect losses resulting from safety violations are systematized; the model for evaluating the effectiveness of safety investments is tested through a case study of a passenger car depot’s operation. The discussion results confirm that funding for safety systems generates a powerful multiplicative effect, acting as a hedge against catastrophic financial shocks.
