The article is devoted to the development of a methodology for a comprehensive assessment of the region's labor resources based on the integration of official statistics data and analytical indicators of personnel records of large enterprises. The relevance of the study is due to the need to move from general statistical indicators to more accurate assessment methods that take into account the structural features of the regional economy. Using the example of the Irkutsk region, the key indicators of the movement of labor resources are analyzed, clustering of industries by employment dynamics is carried out, and an integral balance index is calculated. Interest in factor analysis of labor resources is due to the fact that based on the analysis of data from the Territorial Body of the Federal State Statistics Service for the Irkutsk Region, departmental statistics of the Ministry of Labor and Employment, as well as reporting of the region's largest employers, structural imbalances are identified and decisions are made to adjust training programs and employment promotion programs. As a result of the study, multidirectional employment dynamics by type of economic activity were revealed, clustering of industries into four groups was carried out, and an integral index of labor resources balance was calculated, amounting to 0.77. The proposed tools can be used by regional authorities to monitor the effectiveness of personnel policy.
