The article examines the problem of demographic imbalance in regional ecosystems, which is manifested in a decrease in the birth rate, population aging, migration outflow of the working-age population and other negative trends affecting the sustainable development of territories. Solving these problems does not require targeted measures, but comprehensive solutions based on the interaction of various social institutions. Of particular relevance in this context is the institution of social partnership, which makes it possible to unite the state, business, public organizations and citizens to develop sustainable mechanisms for demographic development. The paper analyzes the key demographic challenges characteristic of modern regions and their interrelation with socio-economic processes. An assessment is given of the economic and social effects of the implementation of the proposed measures, including the growth of human capital, stabilization of the labor market and improvement of the quality of life in general. The scientific novelty of the research lies in the systematization of approaches to the use of social partnership mechanisms to solve demographic problems and the development of an institutional model for human capital management in the context of a demographic crisis in a regional ecosystem.
