The article examines the transformation of the political regime of the USSR through the prism of constitutional and legal development. The evolution of Soviet constitutionalism in 1924, 1936 and 1977 is studied, and on the basis of legal acts of the period 1985-1990, the correlation of legal norms and political practice at various stages of the functioning of the state is revealed. Special attention is paid to the declarative nature of constitutional provisions, as well as the role of the constitution as a tool for legitimizing political power. The conclusion is substantiated that the transformation of the political regime in the USSR was accompanied by a change in the nature of constitutionalism. It is shown that at the late stage of the development of the USSR, the gap between constitutional and legal norms and real political processes increased, which contributed to a decrease in the effectiveness of legal regulation and undermined the stability of the political system. The scientific novelty of the research lies in a comprehensive analysis of the relationship between constitutional and legal changes and the transformation of the political regime, which allows a new assessment of the role of constitutionalism in the process of institutional changes and the collapse of the USSR.
