ABSTRACT

The article provides a systematic analysis of the factors of cost growth in the agro-industrial complex of the Astrakhan region in 2022-2025 and their impact on the sustainability of regional production. The key determinants of inflationary pressure are identified – the rise in the cost of energy, logistics and credit resources, institutional constraints and tax changes. The effectiveness of existing instruments of state support and corporate adaptation practices is analyzed: preferential lending, grant programs and cost compensation measures. It has been established that their effect is mainly short-term in nature and requires a transition to an investment-modernization model of development. Scenario assessments of the sustainability of the agro-industrial complex in the region under various macroeconomic conditions and a strategic priority map until 2030 have been formed. An adaptive model of sustainable agricultural growth is proposed, based on structural modernization, technological import substitution and the development of cooperative and cluster mechanisms that ensure food security and balanced rural development.
