The article examines the issues of regulating the problems of food industry innovation and strengthening its legal framework. The essence of the existing problems in the innovation of industrial enterprises in the modern era is explained. The existing shortcomings in the study of innovative activity in the food industry of Azerbaijan are shown. The uniqueness and main directions of modern economic reforms in the country's food industry are given. The legal foundations of food industry modernization and innovation are analyzed. Technical, technological, organizational and economic factors in the implementation of state policy aimed at stimulating innovations in the food industry are summarized. It is substantiated that one of the main goals of food industry innovation in Azerbaijan is related to solving the problem of food safety. Economic analyses were conducted in order to determine the level of development of the food industry in Azerbaijan. Studies on the activities of the food industry have determined that there are certain problems in this area. The importance of creating favorable institutional conditions for the development of the food industry in Azerbaijan and strengthening the legal framework is substantiated. Attention is drawn to the need to expand the design and production of multi-component food products in strengthening innovation activity in the country's food industry. The role of direct state investments as the main source of financing for fundamental research in the food industry is given. The strategic importance of high and new technologies in regulating innovation activity in the food industry is explained. Taking into account new challenges, proposals are made to strengthen innovation activity in the food industry and improve its legal framework.
