This article examines a range of factors influencing freight transportation dynamics in the Irkutsk Region. Based on an analysis of statistical data for the period 2020–2024, an econometric model was constructed that reveals a statistically significant positive relationship between transportation volume and tariff levels (R² = 0.82). However, empirical verification demonstrates the dominance of structural and operational constraints over pricing factors. The key constraints are the chronic capacity deficit of the East Siberian Railway infrastructure, exacerbated by the reorientation of national exports to eastern markets, as well as regional asymmetries in access to transportation services. The study demonstrates that sustainable growth in transportation requires a comprehensive strategy that encompasses not only tariff regulation but also large-scale infrastructure modernization, optimization of logistics processes, and ensuring non-discriminatory network access for all categories of shippers.
