Resilience of the Arctic: problems to be addressed by the regional economic policy of the Russian Arctic Zone

Abstract:
The Arctic zone of the Russian Federation (AZRF) is a megaregion in which the economic effects of development are inextricably linked to social constraints on settlement and high environmental vulnerability. The purpose of this article is to systematise the complex problems of the ARF at the intersection of economic, social and environmental contours and to identify the priorities of regional economic policy that ensure a reduction in aggregate sustainability risks and an improvement in the quality of life under Arctic constraints. It is shown that the single-profile nature of the economy and logistical isolation limit the formation of added value and exacerbate spatial disparities; the high cost of living combined with a shortage of accessible services stimulates migration and chronic staff shortages; the degradation of permafrost soils and the increase in climate extremes increase accident and investment risks and make it necessary to adapt environmental auditing to Arctic conditions; insufficient institutionalisation of indigenous peoples' participation complicates the coordination of interests and the distribution of project results; fragmented management and insufficient ESG data reduce the manageability of development and limit the evidence base for decision-making. It is reasonable that policy priorities should be formulated as a linked package of measures: diversification of the economic base and support for entrepreneurship, development of transport, energy and digital connectivity, expansion of mobile and remote forms of service delivery, as well as institutional mechanisms for local community participation and reduction of environmental and climate risks.
