The article examines the process of organizing aviation security on the ground in order to preserve the potential of the Russian Federation's civil aviation as one of the most efficient means of ensuring the mobility of the population and the connectivity of the country's territories. The problem of risk minimization is linked to maintaining the economic efficiency of air transport. During the study, the following regulatory documentation was analyzed: the Air Code of the Russian Federation of March 19, 1997 N 60-FZ, the Comprehensive Program for the Development of the Aviation Industry of the Russian Federation until 2030, and the Order of the Ministry of Transport of the Russian Federation of March 20, 2023 No. 89 "On Approval of the Federal Aviation Rules "Rules for Ground Handling of Civil Aircraft". A broad statistical base was studied of documented and investigated cases of damaged aircraft on the ground from 2015 to March 6, 2026, according to the "Archive of Investigation Materials of Incidents and Industrial Accidents"; expert assessments were also used. The combination of statistical analysis of data and consideration of their assessment, as well as a study of current legislation, allows us to identify strengths and weaknesses in ensuring the safety of aircraft on the ground.
