The article is devoted to the theoretical substantiation of the role of human capital as a factor in the transformation of the regional labour market under the transition to a green economy. Drawing on Russian and international studies, it clarifies the content of human capital in relation to the tasks of forming green jobs, changing the occupational and qualification structure of employment, and improving the quality of working life. The category of “green human capital” is introduced as part of the region’s labour potential, encompassing specialized environmental knowledge, skills and value orientations of workers, and its importance is shown for adapting employment to environmental and technological challenges. A conceptual model is proposed for the impact of basic and green human capital on labour market parameters and the greening of the regional economy through technological, innovation, institutional-cultural and social channels, linked to a system of labour indicators planned for use in a labour economics dissertation based on the Ural Federal District. Hypotheses and methodological guidelines are formulated for subsequent empirical panel and comparative studies of Russian regions aimed at assessing the influence of the structure of human capital on employment in green sectors and the dynamics of labour performance in the context of the green transition.
