This article presents a comprehensive analysis of the current state of the law enforcement system and the judiciary in the Russian Federation. Based on a review of scientific literature and regulatory documents, the authors identify systemic problems that impede the effective functioning of law enforcement agencies and the courts. These include personnel shortages and excessive centralization within the Russian Ministry of Internal Affairs, an imbalance between constitutional principles of justice and their practical implementation, and persistent barriers to access to justice. Particular attention is paid to the relationship between crises in the law enforcement system and the development of paradoxical models of law enforcement, particularly in the area of self-defense. The article concludes by substantiating the need for a comprehensive approach to reforming the law enforcement and justice systems, encompassing a combination of legal, organizational, and financial measures.
